Living in New Milford, PA on EB-3: housing, car, school

By EB-3 Vietnam · Updated 11/03/2026 · Sources: HUD, PennDOT, PA Revenue, Census, FTA

New Milford is a very small borough in Susquehanna County, northeastern Pennsylvania, right next to Interstate 81 and close to the New York state line. About 812 people live in the borough (2020 Census). It is where an EB-3 Crew Member job is currently accepting applications on EB-3 Vietnam.

This guide answers the 10 questions people ask most before moving: living costs, take-home pay after tax, driver license, getting around, where to live, schools, health care, shopping, the Vietnamese community and the weather.

💵 1. Housing costs: minimum and comfortable

The official reference is the U.S. Department of Housing and Urban Development (HUD) Fair Market Rent (FMR) for 2026 in Susquehanna County. FMR is roughly a lower-middle rent for the area; advertised rents are often a bit higher.

Unit2026 FMR / month
Studio$760
1 bedroom$805
2 bedrooms$1,045
3 bedrooms$1,342

A rough budget on the Crew Member wage ($12.00/hr × 40 hrs ≈ $2,080/month before tax, estimate):

  • Minimum – one person, sharing: splitting a 2-bedroom ≈ $523 per person (~25% of income), leaving the rest for food, phone and gas.
  • Comfortable – own 1-bedroom: $805 ≈ 39% of one income. A family renting a 2-bedroom usually needs two earners or savings.
  • In a small town a car is almost a must (see sections 2–3): used car, insurance, gas.
💡 Plan savings for the first 2–3 months: deposit, first month's rent, basics and a car. Ask whether the rent includes heating – winter heating bills here are significant.

💰 2. Taxes and take-home pay

  • Pennsylvania state income tax: 3.07%, a flat rate with no standard deduction.
  • Local Earned Income Tax (EIT): most Pennsylvania municipalities and school districts levy it, plus a small yearly Local Services Tax (LST). Look up the exact rate in the PA Department of Community & Economic Development (DCED) Municipal Statistics tool – your employer withholds it from your paycheck.
  • Federal income tax and FICA (Social Security + Medicare = 7.65%) come out of every paycheck.
💵 Rough math (estimate, single filer, no credits): ~$24,960/year minus federal tax, 7.65% FICA, 3.07% state and about 1% local leaves roughly $21,000/year ≈ $1,750/month. Families with children usually owe less federal tax (Child Tax Credit) – actual amounts depend on your tax return.

🚗 3. Driver license in Pennsylvania

  • Licenses are issued by PennDOT. A direct transfer only applies to licenses from other U.S. states. Newcomers with a Vietnamese license usually follow the new-driver path: learner's permit → knowledge test → road test.
  • ✅ The knowledge test is available in Vietnamese (written and audio) on request at every Driver License Center. It has 18 questions; 15 correct answers to pass. If you fail, you may retake it the next business day.
  • The road test needs an appointment; the test car must have valid registration, insurance and inspection. The test includes parallel parking.
  • Study: PennDOT has an online driver's manual and a free “PA Driver's Practice Test” app.
Rules may change – check PennDOT or ask a Driver License Center before your test.

🚌 4. Getting around: is there a bus?

  • New Milford has no fixed-route bus. Susquehanna County only has a shared-ride (advance reservation) service: book the day before, curb-to-curb, prioritizing seniors, people with disabilities and medical trips.
  • It is not practical for daily shift work.
  • In practice you need your own car or a carpool with coworkers. Plan driving lessons, a used car and insurance early.
  • The nearest larger city is Binghamton, New York, about 30–45 minutes by car via I-81 (estimate).

🏘 5. Where to live

New Milford is tiny (about 1 square mile). People working in town usually rent in the borough or in nearby towns along I-81. How to check a place yourself:

  1. Drive time to work at early/late shift hours, and in winter when roads are snowy.
  2. Distance to a grocery store, pharmacy and clinic.
  3. Ask the landlord and neighbors; read state/county police safety updates.
  4. The lease states the deposit, who pays heat/electric/water, and how the deposit is returned.

EB-3 Vietnam does not rank “good/bad” areas; we share data and how to check for yourself.

👨‍👩‍👧 6. For families: school, childcare, English, jobs

  • Children in New Milford attend the Blue Ridge School District, with an elementary school, a middle school and Blue Ridge High School.
  • Children under 21 who come with you on EB-3 can attend free public school through grade 12. Enroll at the district office with proof of residence, birth certificate and vaccination records.
  • Ask about English learner (ESL/EL) support – U.S. public schools must help students who are still learning English.
  • Free pre-K (Pre-K Counts): a state program for 3–4 year olds from income-eligible families; Susquehanna County has Pre-K Counts sites – ask the school district or program to enroll.
  • Child care help (Child Care Works): a state subsidy for low-income working families; you pay a co-pay based on income. Apply through the county Early Learning Resource Center (ELRC).
  • English for adults: the Crew Member job lists free ESL classes from the employer (per the job description). State adult education programs also offer classes in Scranton or online.
  • Jobs for your spouse: once they have a green card, spouses can work. Free job search and training through PA CareerLink – the Susquehanna County affiliate office is in the town of Susquehanna.

🏥 7. Health care: hospitals, ER

  • Endless Mountains Health Systems (Montrose, about 20–30 minutes by car – estimate): 25-bed hospital with a 24/7 emergency room.
  • Barnes-Kasson Hospital (Susquehanna borough) – a small hospital with an emergency department, part of Wayne Memorial Health System.
  • Serious or specialist cases are often transferred to larger hospitals in Binghamton (NY) or Scranton (PA).
  • Emergencies: call 911. Care without insurance is very expensive in the U.S. – ask about employer health insurance (this job lists health, dental and vision) and when coverage starts.

🛒 8. Everyday shopping

  • In town there are mostly small and discount stores; weekly grocery runs usually mean driving to nearby towns or to Binghamton (NY), about 30–45 minutes (estimate).
  • Asian/Vietnamese groceries: almost none locally; the nearest large Asian supermarket we found is in the Syracuse (NY) area. Many families stock up on dry goods or order online.
  • Tip: plan one weekly shopping trip to save gas; get store loyalty cards for discounts.

🙏 9. Vietnamese community and places of worship

  • Asian residents are only about 0.2% of New Milford's population (2010 Census); EB-3 Vietnam has not found a Vietnamese association, temple or Vietnamese-language church service in town.
  • Vietnamese restaurants and larger communities are in bigger regional cities (Binghamton, Scranton). We only list a place once we confirm it is still open – updates to come.
  • The Pratt Memorial Library in town is a good place for free internet, English learning books and community events.

🌦 10. Weather and daily-life tips

  • Four distinct seasons: cold, snowy winters with temperatures often below freezing (about December–March); pleasant summers.
  • Winter tips: warm coat, non-slip boots, winter tires, a snow shovel, and leaving earlier for work on snowy days.
  • Upside: quiet, lower rents than big cities. The Crew Member job here lists free English (ESL) classes per the employer's description (subject to change).
