Living in Poplar Bluff, MO on EB-3: housing, driving, schools

By EB-3 Vietnam · Updated Nov 3, 2026 · Sources: HUD, Census, SMTS (BATS), Missouri DOR/MSHP, NOAA

Poplar Bluff is the county seat of Butler County in southeast Missouri, nicknamed the “Gateway to the Ozarks”. The city has 16,225 people (2020 Census), slightly down from 17,023 in 2010. HUD classifies Butler County as a non-metropolitan county.

It is a small, slow-paced city that serves as the shopping and services hub of the county; the Mid-Continent Steel & Wire nail plant is located here. Poplar Bluff is not a big city: rents are low, but you will almost certainly need a car, and there is no local Vietnamese community.

💵 1. Cost of settling in: how much is rent?

The official reference is the FY2027 Fair Market Rent (FMR) from the US Department of Housing and Urban Development (HUD), effective Oct 1, 2026, for Butler County, Missouri. These are HUD reference figures – actual prices may differ; advertised rents are often higher.

Unit typeFMR FY2027 / monthFY2026 (for comparison)
Studio$710$660
1 bedroom$735$682
2 bedrooms$962$895
3 bedrooms$1,259$1,194
4 bedrooms$1,264TBD

Compared with FY2026, FY2027 is about 7–8% higher. FMR is a "gross" rent (rent plus most utilities), roughly the 40th percentile of local rents. The 2-bedroom figure ($962) equals HUD's state minimum for Missouri.

Sample math with the wage of the Crew Member job (fast-food restaurant worker) in Poplar Bluff: $15.00/hour × 2,080 hours/year ≈ $31,200/year (estimate) ≈ $2,600/month before tax (estimate):

  • Renting a 1-bedroom alone: $735 ≈ 28% of income.
  • Renting a 2-bedroom alone: $962 ≈ 37% of one person's income.
  • Sharing a 2-bedroom between 2 people: ≈ $481/person ≈ 19% of income.
💡 Rent is relatively manageable compared with pay here, but at first it still makes sense to share housing so you can save for a car (practically a must in Poplar Bluff), the deposit, first month's rent and an emergency fund. Electricity, water and gas costs: TBD – ask the landlord about average monthly bills.

🚗 2. Driver's license in Missouri

  • Missouri waives the written and driving tests only for applicants with a valid license from a US state. So people with a Vietnamese license usually have to take all tests: vision, road signs, knowledge and driving skills.
  • Tests are given by the Missouri State Highway Patrol (MSHP) and are free. You bring your own car for the driving test, with registration and insurance.
  • Knowledge test: 25 questions, 20 correct (80%) to pass; up to 2 attempts per day; an oral/audio test can be requested. Since 2024 the written test is offered in multiple languages, but Vietnamese is not confirmed → study the rules in English.
  • Documents (non-citizens): a valid green card or employment authorization card (EAD) is enough; in other cases, passport + visa + I-94.
  • Ask your nearest MSHP exam office in advance about test times and exact documents.
Rules can change – check dor.mo.gov and the MSHP Driver Examination page, or ask an MSHP exam office before your test. This is general information, not legal advice.

🚌 3. Getting around: BATS buses and nearby cities

  • The city has the Bluff Area Transit Service (BATS), run by SMTS: 2 buses, 4 loop routes (North/South/East/West), 30 minutes per loop; it starts at the Walmart Supercenter and transfers at Valley Plaza; routes serve Walmart, Three Rivers College, the Industrial Park and more.
  • Hours: Monday–Friday only, 8:00 am–4:00 pm; no service on Saturdays, Sundays, major holidays or in bad weather.
  • Fares: $1/ride · day pass $3 · $10 card for 12 rides. Phone: (573) 785-2928.
  • Restaurant shifts often run into the evening and weekends, so the bus will not work for them → in practice you need a car or a carpool with coworkers. The bus is only useful for daytime errands such as shopping or classes.
  • Main roads: the city sits at the junction of U.S. Route 60 and U.S. Route 67. There is an Amtrak passenger station in Poplar Bluff.
  • How far is it? (estimated, straight-line; driving is longer): Cape Girardeau, MO about 62 miles · Memphis, TN about 113 miles · St. Louis, MO about 130 miles. Exact driving times: TBD.

👨‍👩‍👧 4. For families: schools and English classes

  • Children attend the Poplar Bluff R-I School District: 7 elementary/early-childhood schools, 1 junior high (grades 7–8) and Poplar Bluff High School (grades 9–12); 5,204 students in the 2022–2023 school year. District office address and phone: TBD – ask the district directly when enrolling.
  • Three Rivers College – a public two-year community college – is located in Poplar Bluff.
  • The city has the Poplar Bluff Public Library.
  • Adult English classes (ESL): TBD – EB-3 Vietnam has not found official information. Call Three Rivers College or the library to ask.

🙏 5. Vietnamese / Asian community

  • Asian residents make up only about 0.9% of the city's population (2020 Census); the number of Vietnamese residents: TBD.
  • EB-3 Vietnam did not find any Vietnamese association, temple, church or Vietnamese restaurant in Poplar Bluff → be ready to live in an almost entirely English-speaking environment.
  • Asian food and spices usually have to be bought online or in Cape Girardeau (about 62 miles straight-line, longer by car – estimated).
